Bent bike racks, trees, rails on Park: runaway car?

There's a strange sight on Park Road just across from the Giant: it looks like a runaway car or truck drove onto the sidewalk, bending a tree and bike racks and breaking a couple of hand rails. It's been that way for a few weeks now. I didn't hear about the wreck, but it's kind of annoying that it hasn't been fixed yet.

My girlfriend and her roommmates actually saw it happen. It was definitely a car and it just sputtered off afterwards. They called the police right away but no word on if the driver was caught. And I've no idea about any progress being made to fix it.

There is a sign on the Citibank window right behind the damaged rails saying open during construction. Not sure what construction but maybe it is plans to fix this problem.
On another note, anyone notice that the other side of the building on Kenyon doesn't have any grass, just dirt. When it rains it is just a mud pit. DC dug it up for some construction in May or June and never planted any grass there. It's an eyesore.

That Citibank has had the "Open During Construction" sign up since they redid the whole area with splash pool, etc...nothing to do with this. Who is in charge of fixing it?!?

DDOT is reponsible for the bike rack, tree and etc. and the building owner for the rails and steps. The problem has been there since Nov. 19/20th.

I walked by the bent bike racks on Sunday morning and couldn't believe they're still not fixed. Who in city government could I call to inquire about this?
