Thanks to Jim Graham, who passed me on to principal Gwendolyn Grant, I learned that it's open 6:30am-8am every day and also Monday through Wednesday from 6:30pm to 8:30pm. Thursday and Friday they have football games, so no running then.

From what I heard it's just the mornings during the weekend.
Thanks for finding this information. I suppose posting the hours to the public on a sign outside the entrance would eliminate the confusion. I suspect a lot of the neighbors don't use it because they don't know.
In case you're still updating this ... is the track available at all while the construction is going on?
