The City Paper has their annual Best of DC poll out, and you can vote for local spots. It looks like it's mostly write-in, though I did get a link for Pete's Apizza.
I can think of a few - best neighborhood bar for Wonderland or Red Derby, best coffee shop for Columbia Heights Coffee or Sticky Fingers, etc etc.
