That's nuts.. they could have easily build a bit more elegant one by having more of a spiral structure rather than those huge long sections..
That's a fire escape. The property is housing for special needs individuals, and the city required that fire escape. I don't think a spiral would have complied.

That's ridiculous even if it's special needs. Special needs accommodation doesn't mean to be stupid. Should have moved the person to the ground floor. That's just a common sense accommodation.
This is stupid -- if they had converted some of the current porch space on the street-facing side of the house, they could have constructed a sensible, non-monstrous fire escape.
