This is awesome. I saw this yesterday around 6:15 pm. I didn't see an actual snow cone, but I assume they are similar to the ones in Adams Morgan, which are tasty. I hope this guy is there frequently, it'd be a great snack on the way home from work. I'll see if he's there today, and I'll talk to him if he is.
